A DGFT licence may be required when the pet import does not fall under the normal baggage rule for eligible transfer of residence. AQCS import/export guidance states that livestock — except pets under baggage for dogs and cats up to two numbers — is covered under a DGFT licence.
For temporary pet travel into India, APHIS states that India's DGFT requires pets temporarily travelling to India to obtain a DGFT licence before obtaining the NOC and travelling. APHIS also notes that the DGFT licence may take about one month for processing.
Pet parents should not assume that an AQCS NOC alone is enough in every case. The correct route depends on purpose of travel, duration of stay, ownership, transfer of residence status, cargo mode and number of pets.
